Strange vCAC logon i

When I try to access the vCenter Automation Appliance at https://fqdn:5480/ from a VM on the same subnet and joined to the same Active Directory domain as the appliance, I can logon using "root" and the password that was setup during install.

When I try to access the exact same resource from a VM that is not part of the subnet and domain, I get a ...

Is this behavior expected?  Is there any work around.
