Encrypting passphrase failed Vcac 6

Hi All,

I am unable to installed Iaas components all the prerequisites are installed sucessfully, but failing with the below error:

Error : 2013-12-20 11 00 25 034 AM :C:\Program Files (x86)\VMware\vCAC\Server\ConfigTool\EncryptionKeyTool\DynamicOps.Tools.EncryptionKeyTool.exe

Error : 2013-12-20 11 00 25 034 AM :Error:  Encrypting passphrase failed.

Error : 2013-12-20 11 00 25 034 AM :Updated configuration file C:\Program Files (x86)\VMware\vCAC\Server\ManagerService.exe.config successfully.

PS: Tried with special character and without special characters in passpharse still same error
