How can I get the drive letters to actually work when deploying a request for a Windows Server 2012 VM?

Anytime I submit this request, the VM gets built and the storage shows up but it never actually Activates the storage and assigns the letter and the name to it. I always have to manually go in after and initialize the disk, assign the letter and name.
What am I missing here? Feel like my blueprint is off or something!
