Insufficient entitlement to destroy VM in vRA7

Hi.  I am running an in house POC for vRA7 and have installed and configured a minimal deployment and have configured the deployment to integrate into a test vCenter.

 

All looks good and I have created a simple blueprint to provision a Windows VM. This works as expected and the deployment completes and I see the resultant VM under my list of items.

 

However when I attempt to destroy the provisioned VM I see the following error

 

 

 

and the following text in the catalina.out file on the appliance.

 

 

 

catalina.out:2016-02-08 13:02:49,111 vcac: [component="cafe:catalog" priority="WARN" thread="tomcat-http--29" tenant="lab" context="" token=""] com.vmware.vcac.platform.service.rest.resolver.RestApplicationExceptionHandlerResolver.logException:189 - Handler execution resulted in exception: You are not entitled to perform '{com.vmware.csp.component.cafe.composition@resource.action.deployment.destroy.name}' on item 'Windows 2012-87782490'.

 

The catalog service has the destroy action as an entitlement.

 

vRA version is 7.0.0 Build 3292778
