What are the key features that vCAC standard license does not enable?

I am trying to understand what key features vCAC standard does not enable?

The vCAC edition comparison page is not very detailed.

I would like to be able to:

• Create vSphere Endpoint
• Create a VM blueprint (no application customization)
• Create a Workflow for approvals of the VM
• Have portals for the different groups to manage their VMs

Will vCAC Standard edition allow me to do that?
