Limitation on Max number of Machines per Request

Hello,

I am wondering if we can put limit on the Maximum number of VMs can be requested per Request since crrently there is no limit and user can put 100 VMs in signle request which caused worry of sufficient compute avialability.

I am aware of Concurrent VMs provisioning limit which does not address my issue.

ex. I do not wanted to user to request 10 VMs per request.
