"Approval at" policy in VCAC 5.2 not working

Using vCAC 5.2.4. We have a approval policy setup for cpu and memory. When a user reconfigures a VM with a CPU or memory withing the approval threshold, the status says "Reconfigure.waitingforapproval" and goes in for a approval process.

Am i missing something?
